To be honest, I found that all packs help in some way, especially considering you are a new player. While there is a certain charm to PsP's the lower tier packs will help you flesh out your arsenal as well.

Good point! On my alt account right now, after maxing commons and uncommons, I'm buying jumbos until my rockets/gels/thermal clips/ops packs are maxed. That way, I won't get any in the rare packs taking up space. I think this is a good strategy after every play session - buy jumbos til consumables are maxed again, then buy more rare packs.

This Road map is a good way to max your commons, uncommons, and rares, as quickly as possible.
Rarity Status: Common (Blue), Uncommon (Silver), Rare (Gold), and Ultra Rare - UR (N7)
Each pack offer this:
- Recruit Pack = 2 single supply items and 2 common items (usually 2 level 1 equipment) and 1 xp card or common unlock. Chance for an Uncommon unlock. 5 items total.
- Veteran Pack (VP) = 2 single supply items of 3, 2 common items (usually 2 level 2 equipment and or common unlock) and 1 uncommon item. Chance for a Rare unlock. 5 items total.
- Spectre Pack (SP) = 1 single supply item of 5, 3 uncommon items (usually 2 level 3 equipment and 1 uncommon unlock), 1 rare unlock. Chance for Ultra Rare. 5 items total.
- Premium Spectre Pack (PSP) = 1 single supply item of 5, 2 uncommons, 2 rares. Higher chance for Ultra Rare (possibly double Ultra Rare). 5 items total.
- Arsenal Pack (AP) = Same as PSP, except with priorities unlocking rare guns in most most circumstances.
- Reserve Pack (RP) = Same as a PSP, except with priorities unlocking rare character cards in most circumstances.
- Jumble Equipment Pack (JEP) = 4 single supply items of 5, 6 random level 1,2, 3 equipment, or bonus single supply items of 2, for missiles and medigel only (There are no bonus supply items for ops packs and thermal clip packs). 10 items total.
1.0 Recruit Packs
- Recruit Packs are the best way to unlock you common guns, mods, and XP cards for your basic human kits.
- Only buy Recruits Packs until you cap out your weapons, as after that its seems to drop an endless amount of XP cards, even if your common mods aren't maxed.
- Recruit Packs will occasionally drop uncommon items.
2.0 Veteran Packs (VP)
- VP are the best way to unlock your uncommon guns, mods, gear, and XP character cards.
- Buy VP until you cap out your uncommon weapons and acquire all weapon pierce mods. You want to max your uncommon weapons and weapon mods so you start getting lvl 3 equipment which will help make gold and platinum difficulty easier.
- VPs are easier for unlocking common mods than recruits.
- VP will drop rare items occasionally.
3.0 Reserve Packs (RP)
- RP are the best way to unlock rare character xp cards.
- Buy RP untill you cap out a majority of your character xp cards,
- 6/8th is optimal before you start getting appearance options for kits you have, over unlocking the remaining rare kits.
- Adepts, Sentinels, and Engineers are the best kits to unlock as most power kits do not need a good gun to perform well with. You can survive on power usage alone, in gold with those kits.
- Soldiers, Infiltrators, and to some degree Vanguards ,rely more on weapon damage, which is not good for beginners as your manifest is lacking good weapons.
- Reserves offer the chance of getting URs too, so by buying them you are completing 2 tasks at once.
- It is all so possible to sometimes unlock 3 rare items from RP.
- You will most likely get some gold gear, or weapon mods in these packs too.
4.0 Arsenal Packs (AP)
- AP are the best for capping out rare weapons.
- Start buying AP when you unlock 6/8th of all rare characters as you don't want to be getting duplicates of the same xp card.
- Keep buying AP until you cap out all your rare guns.
- Occasionally drop 3 rare items.
- Chance to drop a UR.
5.0 Premium Spectres Packs (PSP)
- As there is no pack that gives you a higher chance for unlocking rare gear and gun mods, choose between PSP and RPs to unlock your remaining rare items.
- As with AP and RP, PSP will occasionally drop you 3 rare items, over the default 2.
- You will know you are near the end of capping your rares, when you start unlocking rare level 4 equipment.
6.0 Spectre Packs (SP)
- Buy SP to cap out the remaining uncommon items, or gold items, if you have not already capped them out and are only seeing level ammos in PSP/AP/RP.
- You may get multiple rare items from time to time.
- SP offer a higher chance than PSP of capping out uncommon stuff.
- You should by now most likely have capped out your commons, uncommons, and rares, by now.
7.0 Tips
- Buy JEP to cap out your supplies if you want to replace every supply item with an level 3 equipment; in a SP, PSP, RP and AP.
- Despite PSP saying they have a higher chance at unlocking UR, I would buy SP over PSP when hunting for UR even though PSP offer you 20 possible slots where SP offer 15.
- RP and AP seem to have a higher chance than PSP at dropping UR.
- I find it is better to save your credits and buy in bulks of 500,000 - 1 million, when hunting for UR.
- It will take you around 200 hours at the bare minimal to cap out your rares.
- If you want to get the best bang for you buck out of XP cards, when at level 18 for all kits don't spend any credits. Instead, just save up until your credits until you get all kits to level 20. Then promote and then spend your credits on Reserves, you will re-level up your kits, thus not wasting your XP cards.
- Unlike uncommon and rare XP cards, you will keep getting common xp cards even after you unlocked all appearances for common human kits.
- Arsenal Packs will never drop common XP cards unlike every other pack.

I found myself buying PsPs and have had a hard time getting just mods. In the past two days I have been buying packs of the lowest amount and have gotten a lot of mods and weapons I was missing.
PsPs and such are good, but trying to focus on them is a killer. I found that out after a month of playing. Just start low and work up. When you begin you really don't make a lot of credits. (Being new to multiplayer in general.) As your skill increases you should be ranked first or second on the board and can make about 40k per silver map. I haven't tried maxing consumables but am dying to try. As it is medigels I get seem to get wasted when I'm randomly thrown into platinum matches. And theres no point in leaving unless your told to leave or feel your wasting your time. The first time I was in I died a lot and was lost for two waves. But the credits you earn are worth the blood. Just chose a tech class and set your team up for their tech burst. I may not be set up the perfect way, but I can set their attacks up and finish the wave sooner. (Yes, you should know how your class works. If all else fails, just set them up.)

99k packs are actually cheaper per potential UR drop than spectre packs since a potential drop from a 99k pack costs 44.5k while a potential drop from a spectre pack is 60k. Also, as far as we can tell from the data that was collected ,arsenal packs, reserves packs, and premium spectre packs all have the same UR drop rate. (data for the above)

Pearl showed me your post. From my own experience though I found SP better than PSP, but found RP and APs have a higher drops than PSP, out of the three 99k packs. I data logged Reckoning DLC, if you want my data let me know. I originally maxed my manifest in December of 2012 before the release of AP and RP.

I know about maxing weapons and attachments so you don't get them in packs anymore, but does the same apply for exp cards? I've maxed out a few of the basic characters (getting enough cards for all customisation options), so am I to assume those won't drop for those characters now?

You'll still get the basic human ones sometimes in everything but the AR packs, even with all characters unlocked, all appearance options unlocked, and everyone at level 20. They'll show up randomly in the common and uncommon slots of the packs, with I think a max of one appearing per pack.

I just started playing multiplayer three days ago, so I feel the OP's frustration/mire/love for this aspect of the game.
A buddy I met in the game, got the black widow, a Turian Sentinel, and a couple other pretty sweet things, that he thought he'd never use.
Now he loves the Black Widow (never played an infiltrator before), and has had a blast learning those new weapons.
I bought a PSP and a Reserve pack, praying for my favorite character: the Turian Sentinel. I got a bunch of characters and pretty sweet equipment, and quite a few duds (I just don't use shotguns, it's me, not the guns).
now, I love the Salarians, and my Krogan Warlord when I really just want to have at it and vent in Bronze.
moral of the story for us anyway - we never did get exactly what we wanted, when we wanted something remotely specific. But we got cool stuff nonetheless.
However, getting my Turian Sentinel with a Recruit pack, and my Tempest SMG, an N7 Eagle, and an N7 Paladin all from Veteran packs? Yeah, it just feels so EPIC to get cool stuff for cheapo dinero.
Now, until my basic weapons and such are maxxed, I play silver with a really cool group of people (I think there's like 15 of them now lol) which cashes in about $35,000 each run. I buy 3 Recruit packs and 1 veteran pack per time.
I've been filling up and upgrading nicely ever since. It's really the way to go.
It sucks.
You won't get a Turian Ghost or Drell Vanguard quickly, but it gets the equipment nicely well-rounded.

Super useful information. I've been playing a long time using PSPs and just enough JEPs to keep my head above water but not getting the weapons I want. I'll try clearing away all the uncommons with VPs so I can save some cash.
Anyone have any other tips on leveling up weapons and gear as fast as possible?

So is there a reason why I should promote all my characters as soon as they reach lvl 20? I'm at lvl 19 with my first class and I'd like to understand the strategy above so I don't waste stuff. I've been buying only RPs.

Recruit packs til you max the common weapons, then Veteran packs til you max the uncommon weapons, then any the other packs. The weapon mods and consumables you get from the lower packs are still essential when playing higher difficulties.

We now, (from community stats) know , that the statistic probability is just slighly beyond 1/ 7 for getting a UR from a AP. Hence if you repetively buy Arsenal Packs with a wallet bulging beyond 800k, you will *always* find at least one UR (** sometimes 2 UR, 1/10 =zero UR). 1/10 means; out of batches of 8 AP buying sprees (99k*8), it so , albeit very seldomly(1/10), occurs that you still get nothing.. So more than 800k is always a save bet.
Inversely, buying everytime you saved up 100k, doesn't yield the same result reliably.

IMO it is more frustrating to spent over 800.000 credits and get no UR (which happens to me all the time).

For now, I'd recommend saving up your credits every night and then spending them all when you're finishing up. Start with premiums and then work your way down to the cheaper ones until you can't spend anymore. This ensures that you'll get a nice variety of characters, weapons and gear early on. Save jumbo equipment packs for if you need more mid-match consumables. Don't worry about arsenal or reserve packs until you need to start focusing on a specific category.
And above all else, never forget that the store is completely random and hates you.

Not really, unless you desperately need to respec (obviously starting fresh at level 1 allows you to respec, albeit gradually, without a reset card), you care about your N7 rating, or you care about your War Asset level for SP.
OP: Crashsuit's answer is sort of the stock one, but one other suggestion is that you'll probably want to mix in a few Jumbo Equipment Packs to keep your consumables (ammo powers, etc.) well-stocked, in addition to spamming your RP, VP, and AP/RP/PSPs to unlock weapons/characters/mods.

Grin. Mgamerz, i respect your contributions - so I'll cut to the chase:
You're mixing a few things above::
1. Pure probability
2. Buying UR with incomplete common/uncommon/rare which was explicitly mentioned as an additional "smear factor"
3. Permutation and Combinations : ( your coin toss example - the chances of getting two heads after each other with 3 tosses goes down to 25%, but the probability always stays at 50% to get a head or tail)
Sidenote - To ponder (additionally) : explain why we are saving up batches and spend in bulk, instead of spending in drips (drips=each time we have 100k).
(Pause here to allow our processors to kick - in).
Somewhere deep inside, we have to recognize some type of timing correlance associated with batch purchases.
Back to the fundamentals:
7.5% does mean a specific certainty (7,5%) over a "sufficiently large population"- so if i complain that i didn't get a single UR in the last 800k batch, it's helpful to recall that I got 2 UR on the previous batch (or 3, three batches ago) . So on average, over the larger population, the stats tally again very nicely. Don't ommit a "sufficiently large population" - thats why i put "always" between two "*", it will hold true over many repetitions.
If you don't agree then either the stats are wrong,(which I doubt 90%) or ... (left open due to diplomacy).
