I don't really see why an ogre would be at a peace conference deep in the mountains, though.
Unless he's an ogre diplomat or something.

Because it's a demonic invasion, not a Blight.
Maybe when the rift explosion happens, sending demons all out into the world, an ogre comes stumbling out of the Fade and charges us? Then we fight it and get saved by Morrigan or Flemeth. (I've heard good arguments for either.)

At the end of DAO it said the remnants of the blight still roam the country grouping together into small bands.
That was ten years ago, and that was dealt with in Awakening, and all mention of roaming Darkspawn had them in the east or heading north, not towards the Frostbacks.
A random ogre would just be out of place in the opening for Inquisition. Tradition or no, however (weakly) justifiable it's presence may be, it would just be jarring.
Besides, you have to mix things up the third time around.
