You can read about TIM's beginnings in the comic books, where I'm preeetty sure he's just human. Though given his lovely makeover in Priority: Earth, that somewhat became less true lol...

The Illusive Man is the sick alter ego of a Namibian nomad. He created the image after the rise of the planet of the apes. They destroyed it all Kaboom, those damn stupid bastards! They blew it all up! Damn them! Damn them all to hell! They destroyed it all! I guess the society of men wasn't meant to survive. It was definitely nuclear weapons, that's what did it. And the explosions caused massive power outages which caused the fail-safe to fail, which released a super bacteria from a secret lab. That caused a huge plague, and as the victims died, they rose from the dead twelve hours later to roam the Earth and feast on human flesh. A handful of gritty survivors from all walks of life were able to keep the legions of the infected radioactive undead at bay, using only their wits, and an inexplicable comprehension of agricultural science and engineering. Everything was looking good... and that's when the meteor hit.

What about Commander Shepard? Not Shepard, the other Shepard. The one where the pronunciation is shep-ard (like the word "lard") instead of shep-erd? The Shepard who does things for the real Shepard when Shepard is tired and just wants to sleep all day. That Shepard ends up handling about a quarter of ME3.

I was REALLY, REALLY hoping in ME3 that The Illusive Man would royally HANG himself. Instead he just gets "controlled" & shot (big deal).
In all his [infallible] cleverness, cunning, & planning -- it would be wonderful if one of his INCREDIBLY BRILLIANT plans backfired.
Yes, I know his investment in Shep & Normandy2 didn't quite end like he wanted -- but the team DID IN FACT accomplish his major objective. As TIM said (ME3) "Shep was only a tool".
For example, he attempts to agument himself to be the Hulk and instead becomes a mouse. I love it when someone (like him) sets a trap, then falls into it.
Not to KILL him -- that's too easy -- he needs to live out the MISERY (& infamy) he's caused in countless others.
