I've played hundreds of games and purchased hundreds of Bioware points and Arsenal Packs, etc., and I don't seem to be getting anywhere with ultra-rare weapons. I'd really like to try them. Can we work out a deal where I pay you some cash and you let me level them up?

I assume you're talkin about those like the Particle/Collector rifles. start a New Game+ and you'll get to level them further.
or add them into one of the in-game stores via editing of the Coalesced and level them upto X (10) from the get go.

I think he is talking about multiplayer. So no .i do not think Bioware is giving you a special threatment.

I know that ME3 is old by now, but trying to hack the multiplayer game will place you at risk of being banned. Cheating in the single player is ok.
I suggest that first you level up your gear buying cheaper packs. Only after all the easier items are totally liberated you should try to unlock the ultra-rares.
Some people say that the spectre packages are the ones that offer more chances. Some say that the reserve packs are better.
One thinh I can say for sure. You have much bigger chances if whenever you´re trying to purchase a package you have the medigel, missiles and other items fully charged. Otherwise you will lose one chance at the ultra-rares by have these items.
I would recomend having at least 3 million points earned before trying to purchase several packs in succession. Trust me, buying more than 5 packs increases your chances. I´ll earn at least 5 million credits prior to my next purchase.
