I've played the game off and on since launch, but it's obscene how much junk and duplicates I get from the crates so after all the time I still am missing a lot of weapon mods. I've been dumping credits into veteran packs, but I might get 1 weapon mod every 4-6 I buy. However, it's still more than I've seen recently from the other packs.
So is this still the best way weapon to get weapon mods?

Yes, for the common and uncommon ones, RP and VP should be your best bet, respectively. PSP is probably the best choice for the rare ones.
OT. I like this answer:
The drop rate on Gear and weapon mods isn't the same as for characters and weapons. Gear and Weapon mods are the rarest drops, and will often lag behind the rest of your manifest, even if you buy the correct packs.
On all three of my accounts, gear and weapon mods were always maxed after I had unlocked all the rare (Gold) Weapon and Character cards. I wish the drop rate was similar to other cards, but Vet Packs and Spectre Packs are your best bet.
Common Mods will appear in Vet Packs and Uncommon Mods will appear in Spectre Packs. Common mods do appear in Recruit Packs, but not very consistently. Once your common weapons are close to being maxed out, I'd move on to Veteran packs.

Yeah, so TopTrog and ajscott gave you nonsensical crap replies in the post before this. It may be a simple question but there isn't a definitive simple answer.

Clearly one someone who isn't commonly present at this forum is going to have no clue about, meanwhile of all the posts only one was even remotely constructive and on point with the thread. I've actually had pretty good luck so far with buying Specrte packs,plus the level 3 weapon amps it gives is also a good bonus.

Don't worry the real trolls haven't shown up yet. You got flack because your name is similar to Dr. Whatley (which you wouldn't have known). Also, a quick search using the forum's search tool would have given you the answer you were looking for. At this point most everything is a retread so people answer in ways that entertain.

Similar name usuage, I see now. I usually don't pay attention to any signatures and things like that when I read a post from someone that gets my troll senses tingling. So that is why I didn't see any correlation before.

I've only used it since about 2004 so you've got me there. I only ever use it as it is in my sig, so I can't take credit for that. I'll take you off the list too, since you've been a good sport about it.

Unfortunately, most of that ended with Operation Lodestar. When game support ended, most useful posts seemingly went away. Also, 2 1/2 years into a games life, most everything has been figured out, so there isn't too much to discuss any more.
On the topic of your question, I would split between Veteran and Spectre packs. They will be a good balance between rare and uncommon upgrades.
