Lol, I'm on PC Modder Race! To get Jack, you can immediately go to "Recruit the Convict." It should be on your Galaxy Map. She's not a DLC character.

Make sure you've done Freedom's Progress which is the first mission you take after meeting the Illusive Man about Freedom's Progress going dark. After that mission, you will talk to the Illusive Man again and then board the Normandy SR2. From there, you can use the Galaxy Map to take on missions and recruit people. You should have 4 Dossiers available for you.

She's on every platform. I also play the Trilogy on PS3 as well, and PS3 wasn't a platform that had the Mass Effect series until some time after ME2 came out.

Try seeing if you read all of your messages from your Private Terminal either in the Combat Information Center(CIC) or Captain's Cabin. Maybe you need to read the dossiers first before they pop up on the Galaxy Map.
