I read some threads and some websites. It seems that DLCs for a lot of games in Iran aren't available for download. Sadly to say, Citadel DLC may be out of your reach, but I'll do some more digging.

I'm looking for general stuff. If it's not available in the specific country, it is very likely that it is not available on Xbox360 or any platform within that country. It may show up, but the store will tell you that it's not available for download.

If you want professional help, you can go to the Mass Effect 3 Answer HQ and they will answer your question there. From what I'm seeing, it's exactly how it looks, it's most likely that these DLCs aren't available in your country. It's compatible, but it's not available, I believe. Click on the highlighted words and make a thread in the Answer HQ.

I totally forgot that the Xbox360 version needs you to download two parts unlike the PC and PS3 versions. That sounds like a pain in the a**!

Yeah, make a thread on Answer HQ. You'll get moderators and some people roaming the HQ to help you. I can only do so much to help you, and there's not a lot of sites that explain about DLC unavailability.
