OK, so this is a quick question regarding the alignment-specific sidequests UNC: Besieged Base and UNC: The Negotiation. If I were to somehow max out both paragon and renegade bars prior to unlocking this side mission, what happens? Does it default to the former or the latter? Do I get both? Does it depend on which one maxes out first? I looked around for clear answers but didn't really find anything.

You unlock the first morality quest at 80% morality bar filled, the second at 90% of the opposite morality.

There's a difference in the loot you find for your collection sidequests on each planet, too, so it's kinda worth it to get 'em both in a way. Usually by the time either mission becomes available, the collection sidequests should be mostly complete. But, sometimes not.

Addressing the OP's individual questions, expanding what Psychevore said:
Q: What happens? A: You can do both as long as you have the required morality points. Hackett will contact you on the Normandy when your morality points cross the relevant thresholds.
Q: Does it default to the former or latter? A: There is no default; the first quest you get is determined by the morality bar to first cross the 80% threshold.
Q: Do I get both? A: You can; first at 80% of a morality bar, second at 90% of the opposing morality bar.
Q: Does it depend on which one maxes out first? A: Yes, second quest requires 10% more morality points to unlock.
