But your idea is ok. Though I'd just import the current movies into the MCU. Rebooting him again just isn't worth it.
Honestly Spidey is far easier to put in the MCU than the X-Men. As the Amazing films are more or less based on the MCU style.
As for Gang Leaders, Hammerhead maybe?
Since Daredevil is owned by Marvel Studios again we could always use the Kingpin.

Always wanted to Parker in The Avengers! But, I want that proper Black Suit as well; the one Cat's so fond of. Maybe they can a Secret Wars film first, to establish him as a "big leaguer", get him in the Avengers, Cival War, New Avengers, then Avangers vs. X-Men. There's too much to cover! But, I definitely think he deserves it! Now, if only we could find a way for his games to stop suckin', too.

So, maybe we can get that without F-in Pete's life up?

I'd like to see the Flash (Eugene) Thompson Venom, too! And Spider-Man Beyond (2099)! Y'all makin' me get my hopes up. Reality's 'bout to give me the bidnezz!

I assumed Agent Venom was going to be what the Venom Spin-off was going to be about.
Also he got his extra powers from absorbing alot of Radiation, turning into a Giant Spider, and giving birth to himself if I remember right.

Eh. It could be done, sure. But the studios won't let it.
And there is zero way to incorporate the existing Spiderman franchise into the Avengers. Considering that aliens attacked New York in The Avengers, you'd think that would have come up at least once, considering Spiderman is based out of New York.
And they won't do a reboot. Not when they have geared up full scale for Sinister Six in the existing Fox franchise.
