Half political, half religous really.
Everyone has a place in the qun dictated by gender and/or ability. (women aren't be warriors, but they're pretty much anything else. Which is why there were no women on the qunari ships that wrecked in Kirkwall.)
It appeals to the oppressed peoples such as elves because the qun doesn't see race as a deciding factor. (despite Sten's misgivings about the humans lol)
