As you can see 1) Mass Effect 2 is (still) being rated by the BBFC and 2) the rating is a 15+
PEGI is used in most of the European countries, but not in Germany and in the UK. In Germany, they have the USK and in Britain it is the BBFC that (still) rates the games,
PEGI is a voluntary game rating system just like the ESRB is it in the US. This means that while stores can enforce a carding policy (they ask for your age), governments can't go in and demand this (this is just information).
At my local gamestop store, they now have a carding policy for 18+ games or 16+ games etc. Even if there is no such law in Denmark that says they have to do it - it's store policy.
In another video store that mainly sells music, I've found, sometimes, game cases which had the 18 on them from the BBFC - and in one or two second hands shops I've found (pc) games which had the ESRB rating on the them - or to be more precise - on the game boxes.
As for the consumer law, the laws are different form country to country and might even be different from state to state in the US...

Yes, it is. Where the confusion arises is probably that people expected the changeover to be immediate. It's not. Instead, there is a transitionary period between now and the summer 2010. During this time, most games will be rated by the PEGI system, but some (including Mass Effect 2) will still be reclassified by the BBFC.
So whilst PEGI rates it as 18+, the BBFC have decided to change that classification to 15.

I can't find anything to suggest the BBFC classification takes priority over the PEGI one.
If PEGI have said 18+, then that one logically is the minimum age regardless of the BBFC classification (as in highest matters out of the two), but it's odd it has 2 ratings.

Yes, it means you won't have any issues buying it - in the UK. In Denmark, on the other hand....
Young adults that wanted to buy games with 18+ ratings just got their parents to come with them to the store, though.

If the game box says 15 on it then i cant see you getting any trouble from retailers over it, most dont have time to query a separate rating on the back so the huge 15 rating is all they'll bother to check.

I was in GAME yesterday and there were ME2 boxes on the shelves and they were BBFC 15. They were dummy boxes but they had the proper sleeves with the BBFC rating.

It might be to do with when the classification was originally submitted.
Even the Mass Effect 2 web site has both the PEGI and BBFC logos. Talk about confusing.
