I hope he is, based upon the little I read. We are probably getting a non-Dalish elf too, given the game footage showing the blonde girl.

It could possibly be him. The description does seem to suit him, and I like it. HOWEVER; dear God, no facial tattoos. They are pig ugly man. And baldness on top of that. Not good.
I still think he's of the somniari, possibly from Tevinter. I think there's great potential to explore the somniari lore furthermore within Inquisition, what with the Fade-problems and all. I almost feel like Feynriel's quest was a nod towards Inquisition in this respect.
I'm now thinking that maybe the other moustached guy in robes is from Tevinter, and Bald Elf is someone completely different. The character just doesn't strike me as very Imperium-like, and the only concept art we've seen suggests he comes from a forest camp of outlaw mages.
Honestly I don't know what to think at this point. I hope they release information soon though.

Is he described as not having Vasellin in the book? Because I'm fairly certain this character won't have tattoos. They could be still worrying on it for character models, but none of the concept art has any.
Vasellin are just so characteristically Dalish, having a Dalish character without them would feel silly. I also just feel like they'd want to break the "Elven mages are Dalish" trend. A perspective from elves who've experienced both the Alienage as well as the oppression of being a mage is seriously lacking in these games.

That is the pic that makes me think the mages have splintered to a degree. Look at the robes, those are circle robes so these are former circle mages, but they aren't in any great number.

You are probably correct. Unless of course it's rectonned and mages are revealed to be the hivemind of the ultimate evil supreme magister.

The Dalish have Vasselin. Unless he's a child, he's probably not Dalish. Plus we've already had two Dalish elf mages, our Inquisitor elf will be Dalish. I hope he's not.

That concept art also shows a female made cutting herself, presumably to access blood magic. Since the bald elf is in the same encampment, does that mean he will be a blood mage as well?
The other lady (who seems to be holding a baby?) is looking at her in horror, so maybe it's just one mage pushed to desperate measures. Unless they're members of some sort of cult or something.
(I got incredibly sick of DA2, where practically every mage we encountered inevitably turned to blood magic at the drop of a hat, so I'm really hoping they don't make everyone insane this time around.)
I am not certain that is the bald mage in the concept art. Although it is entirely possible.
It doesn't seem sensible to draw concept art featuring people wearing the same style of clothing as the bald elf and not have that bald man throwing flame at the Templars be him. I don't think they'd just draw a scene of random people fighting the Templars - every other piece of concept art we've seen has highlighted some sort of critical narrative moment, or important characters.
The likelihood that the ears aren't as pointy as they should be seems far higher than the likelihood that the artist intended to draw a completely different character wearing bald elf mage's outfit, with a bald head.
While I think there's a fair chance that MEM is an apostate (Circle or otherwise), I don't think that's him in that concept art. The mage with the fire looks human.

Well, this particular concept art could just portray the stand of the Mage-Templar war during Inquisition and how it's playing out. Or maybe some event we stumble upon within the game.

That's possible. I'm sure, depending on the region and the local leaders of the respective fraternities, the mages could be doing a number of different things. It's possible that may be an Isolationist camp, for example. Or they may simply be struggling because they only have the clothes on their back, having left behind the Circle Tower. If the elven companion is You Know Who, I wonder what he might think about the MvT War (since he seems to have a strong opinion on plenty of other things).

Well remember that not everybody would have been able to make it to Andoral's Reach to join the final conclave. Most probably just ran for the safest places that they could find. It still makes me wonder how many escaped Annulments. We only know for sure that Dairsmuid was Annulled.
