Plot twist: the reason all the male elves seen so far are bald is because they're meant to have their own special hairstyles.
Solas with a sick mohawk semi-confirmed.
YASSSS YEAAASSSSSS. They all get the coolest hairstyles. (Including the hairstyle Solas first had)
Actually, hmmmm... there are elven uprisings in Orlais, right? That was established at the end of The Masked Empire, right? (I haven't read it, perhaps I should get on that) Maybe it's the product of the uprising. Like... I don't know... maybe a process of internment is happening to the Elves in Orlais during Inquisition. Depending on their treatment and the conditions in such internment camp, they could be having their heads shaved and... I don't know what else could be happening. Anyway, we're focusing on the question of why male elves are bald. You just don't create a bald character without having a good reason behind it because bald characters in the media usually have different tropes attached to them. Ex. Bald= Bad / Bald = Sick (cancer patient) / Bald = religious (monk)... so on and so forth. If this SUDDEN idea of maybe the elves are being rounded up and thrown into an internment camp is correct, that would explain why all the males are getting their heads shaved. Heck, maybe even the females are too. Maybe that's why we can't have an Inquisitor of the city elf origin!
I guess that doesn't explain why Sera has hair, but maybe she's lucky or skilled enough not to get captured. Or she's out and about enough as a Friends of Red Jenny member not to be wrangled up yet. Maybe she's protected due to her affiliations. (edit: Also, the cutting of hair can be the symbolism of a dramatic break from the past. At least in Japanese culture/media it usually is. Maybe Sera's 'bad haircut decision' is a bold statement towards something she's not happy with. Possibly the state of Orlais and the city elves? Or, maybe, the elves in Orlais are trying to make themselves look less pleasing since I recall elves are preferred as servants due to their beauty. The removal of hair might make them seem 'ugly'. Could be a big old middle finger to the nobility.) As for Solas, maybe he shaved his head to recognize the mistreatment of the elves in Orlais. Or, maybe, he's doing so so he blends in with the elves in Orlais. OOOORRRR, maybe he escaped from a camp. Iunno, I could be totally wrong. Just something to mull over. Makes me also wonder why Vivienne lacks hair too...
That was not written as eloquently as I hoped it would be, but it gets my idea across.
That stay tuned worried me. Is Solas suffering from a magical elf disease that makes all the men loose their hair? Are we going to have to go searching for a cure? And most importantly, can my male elf catch it?
The possibility of it being a disease also concerns me. Tying into what I stated above, the elves could be given something that is making them sick. We did have that mission in Dragon Age 2 with the poison in darktown or something-something, why wouldn't something similar happen in Inquisition? (Other then I'm not sure how dark this game plans on getting.)
