Shakespeare had characters who were noble, refined or educated, speak in this style (while commoners, for example, spoke in normal prose).
It would be pretty symbolic if Solas spoke in iambic pentameter. For example, Caliban, a half-demon slave, speaks in iambic pentameter which is all kinds of interesting because you would expect prose from his social class. It would be like a hobo walking up to you and speaking like a king.
