What if the Black City holds the reapers?
Well it very clearly holds the Blight, and may also hold the key to immortality (Corypheus et al were probably mortal when they entered).
Some think the Black City is Arlathan.
I have a theory that it was not Arlathan, but an unknown entire city was thrown into the Fade, and the Fade and reality separated by the Veil, because someone's weapon or the like went horribly awry there, and gradually contaminated the entire city (which was once golden). Thus, while Corypheus is responsible for bringing the Blight to the real world, he wouldn't have been responsible for "ruining" the Golden City; it's likely that Dumat was curious what had happened and wanted to know for sure. Alternately, if it were Arlathan, Dumat could have wanted access to something in the city, and was unaware that it wasn't safe to pay a visit. It's even possible that the city could be dwarven, and perhaps has something to do with why dwarves can't work magic.
If the Black City IS Arlathan (and I doubt it, because we've seen some concept art that I'm pretty sure was meant to be Arlathan in-game for DAI), then it's likely that the gods are sealed away in there, and something to do with that--Andruil and/or Falon'din, most likely--has created the Blight (their anger/rage?). But it does not explain why the city stands empty.
