The rest of the mural depicts the actions of the inquisitor, so it would make more sense for this final panel to also depict their actions rather than the final scene with Solas/ Flemythal. It would also be inexcusably sloppy for Solas to leave his plans painted on the wall before heading out to fight Corypheus. And I doubt he knew for sure he would meet with Mythal until after defeating Corypheus and realizing his orb was broken, because I think he had to change his plans when his orb broke. Since he could no longer use his orb as a power source, he went looking for Mythal instead.
It's hard to tell what's going on in the image, but I don't think it's Solas's pendent. It does not look like a mandible to me (and I'm a vet student, so I actually have a dog mandible here I use to study from... the body of the mandible should be longer than the ramus, not the other way around. Even stylized, I just don't see it being a mandible). I do think the figure on the left is a dragon, since all the other wolves in the mural look very different. But I'm not sure if the other figure is a dragon stabbed in the back? A leg? Whatever it is, I do think it's supposed to represent the inquisitor's victory over Corypheus and his dragon.
