I have to say, I find the idea that he would dismiss someone for not being able to dream the furthest thing from open minded. It would give me the impression that he feels they're not worth getting to know because they can't connect with him in the way he wants.
Well, again, I would hope he's not race-gated, but if he is, that would be the only way it makes sense to me for him to be race-gated. I can't see him gated against elves, even though it's surely possible, because he is not anti-elf--just wants to be seen as a person as opposed to just an elf. What kind of a person would he be if he himself didn't want to be with an elf, because that person is an elf? Oh right... a hypocrite.
The reason for race-gating is said to be story-related. For Solas, the only thing that immediately comes to mind is that it must somehow involve the Fade, IF he's even an LI, and IF he is also race-gated. Those are both huge "ifs." Most likely, race-gating is also an excuse to not have to create oodles of extra animations for much larger or smaller characters. So in truth, story or no, I'd expect Solas to be gated against dwarves and qunari, if he is gated at all.
It wouldn't mean he can't be open-minded (because it's more complicated than that), only that he might not be able to find someone attractive whose mind he can't touch in dreams. I doubt it would involve his being horrible or rude, he simply wouldn't be able to understand a person who can't dream. The idea behind it is not "omg I hate dwarves," but rather "what if Solas fell in love intellectually instead of physically?" Which, sure, can happen via conversation, too, but as a Fade expert, dreams may have special meaning to him. Not being able to share them may be a thing he can't get past on a romantic level, though he could be friends with a person he couldn't go explore the Fade with. Being open-minded doesn't mean a person is necessarily open to everything ever.
