He has less content in general than the other companions. It's not just romance content. It's also easy to burn through all of his conversations not long after getting to Skyhold. I always make the same mistake with Dorian as well. I really need to stop talking to Dorian so much, long before midway he has nothing left for me, once his personal quest is finished.
I think the biggest culprit in causing confusion is the assumption that all of the companions have equal amounts of content and dialogue.
In regards to Solas, I think it's deliberate. Whether you romance him or not, in light of the reveal of his identity, they might have decided to hold back on letting the players know too much. Plus people already feel like they were betrayed and he was just lying and manipulating the Inquisitor. More content might have made that reaction even more strong.
It sucks, I know. Especially if you like Solas. And I like Solas. Not because of only the romance, I just enjoy the character in general. The lack of a repeatable fluff scene doesn't bother me too much. I know that if I want a romance that has more of that there's multiple options in the game. Cullen's romance was very satisfying in that regard. I haven't finished Iron Bull's romance yet, but I like that one too. I like variety, and when you make everything equal for every character so that it's fair and even, I dunno it doesn't always work as well as you think it would. The Solas romance isn't for everyone. I know there are folks that look at us that repeatedly choose Solas for LI like we're nuts. Why on earth would you go back again and romance the guy that ruins your face and leaves you? He has less content and no fluff scene, gross what a terrible romance! I know right, we must be off our meds!

I think my biggest problem is that I felt more (except for the vallaslin/break up scene of course because feels) for Solas as a friend. I feel like I had more meaningful content with him in my first 3 playthroughs with him as another companion than while I was romancing him. Which I think is a problem, nad slightly unfair.
I do still think he's an incredible character, but I felt his romance arc is severely lacking.
*Note to any lurkers: I'm trying to be really respectful here and convey my disappointment without bashing BioWare or offending anyone, so please don't be upset that I preferred Bull's romance. ![]()
