Mascara: Blackish eye-liner(?) that has the possibility of running. Which is bad. Except in some dramatic love-confessions in the middle of a thunderstorm in movies. I think.
Rouge: Apparently quite popular in MMOs. It...goes on cheeks?
Blush: Also goes on cheeks. Adds more color.
Eyeshadow colors the area around the eye itself, which can emphasize color? Like darkening it so that someone's blue eyes really pop?
Um, lip gloss is fairly self-explanatory, and something of a disaster on my Rogue Inquisitor.
I think I'm much more familiar with vallaslin and woad painting than I am with make-up.

Mascara - inky black gel you coat your lashes with. Eyeliner is liquid, gel or pencil and goes around the eyes close to the eyes. Different items. Both can run. Perfect for the rainy love scenes like you mentioned.
Blush/Rouge- Technically the same thing. Comes in powder, liquid, cream. Mostly you don't need as much as you think you do.
Eyeshadow- you know. And eyes pop with different colors, so say if your eyes or green a plum shadow would really make it pop.
Highlighter, contour, foundation, setting powder, brow powder, lip liner, lipstick, lipgloss...bronzer! Oh, and primer!
I have like 10000 of each of these items. I have no shame.
