The surface settlement was old, wasn't it? It had a Paragon, so they must have been post-Tevinter alliance. Maybe Kal-Sharok dwarves, since it's relatively closer to Kal-Sharok than it is Orzammar? (I think.)
Maybe the horned beings were the Creators who were spirit-dragons that took a liking to elves, and their forms incorporated a bit of both? (Okay, now I know I've been inhaling too much lyrium vapor with Dagna.
