Personally, I don't think it was necessary, and I think that it'd be interesting to see the dynamic since he admits to not seeing the dalish as "his people".
I don't think Solas' romance was able to be good specifically because he was barred off, since Cass isn't barred off (though it feels like she may as well be). I think that the devs just bit off more than they could chew, and with the romance coming in later, and the females already having three options, this was just easier and allowed the romance to have enough content to it and not be generic like Cullens. (I went there!)

I like that it's elf-only. It allows for the vallaslin scene, for one (and nothing that meaningful could be shared between humans and elves; it'd be double the work to find/make something different for human Inquisitors as well), and since Solas is Fen'Harel--partially responsible for the downfall of the elves and their current place in modern Thedas, no matter how unintentional the results of his actions were--I think it's more meaningful with a Lavellan. I do wish he were available to both male and female Inquisitors, though.
I have more reasons I like the romance being elf-only (I've been thinking about this lately), but I'm sick and I can't think of them at the moment. :S
I commented something about josephine leaving a while ago, but I just noticed this:

100% support race, sexuality, and even CLASS gating romances.
People are as defined by what they do as what they DON'T do. To me, while I get that rivalmancing Fenris as a mage is super antagonist awesome, there's always been a part of me that questions the realism of the situation. Yeah, he might hate-bang a mage, but even then, I cringe. He should've been class gated. His hatred for mages is so, so intense that unless you have 100% rivalry with him he'll turn on you in the final fight to support the templars.
Why should I force people to defend what they're attracted to? People like what they like. Me being the protagonist SHOULD NOT force their interest in me. Being turned down by Dorian because he was gay was AWESOME. Cassandra turning me down because she was STRAIGHT was great. Sera giving her lover an ultimatum to either renounce their religion or leave the relationship was perfect. Why? Because character choices make them WHO they are. I'd rather have strong believable NPCs with boundaries unique to them, their experiences, and beliefs than hero-sexual any day.
Besides, it ups the replayability and variety of experiences within a game exponentially.
EDIT: And had CULLEN been class-gated to mages only? Oooh that would have been AWESOME. 10/10 would actually romance him under those circumstances.

I like it because it makes it more exclusive. I don't think a human would understand Solas and his motives as much as an elf would. Especially the conversations about the dalish, I doubt a human would know much, and the vallaslin is a big part of the romance plot as well. So it makes more sense that the romance was gated the way it was.
My question is why Weekes didn't make him bi-sexual. Would it have made a huge difference? I guess it might be awkward with the whole "you're so beautiful" line...

I also like that it was elf only. I wouldn't be broken up or anything if they had made it for everyone, but... so rarely do you really get 'exclusive' content for a race or class. I don't just mean romances. Storylines tends to just barely make a passing mention to what race/class/alignment/ect you are. You don't often get to really roleplay your character.
Having Solas be elf only gives Lavellan an interesting plot that can't be recreated in another play through. I just wish that all of the races/genders had similar fun things to do.

Closest answer we'll ever get is budget. They specifically mention that any time a character 'touches' another, it gets expensive. You have to do two sets of animations- one male, one female. Weekes built Solas's romance as female elf only knowing that was what they could afford- it was likely the last romance content added to the game, even after Cullen's.

Aside from what the others have said, I also think his being gated to just elves adds a lot to the foreboding mystery of what his plans are now. If he had romanced a human for example, then ok he can still be ruthless, but it's far less likely he's going to do something to shake the very foundations of Thedas, when the way it is now benefits someone he loves. But since he can only romance elves, then only elves have the (well more or less) reassurance of getting a good deal out of what he's planning. The rest is up in the air.
Edit: Though I really wish they'd made him bisexual too.

Why? Not for story reasons at all but because I think that the more people who play a romance, the more likely the devs are to give that romance more mentions in future games. Call me cynical, but I worry that Solas will get like one or two throwaway lines about his romance because a teeny tiny percentage of players ever even touched it.
