From what I understand, the theory comes from:
- Descriptions of Felassan are extremely vague, almost suspiciously so. The book does not describe his face, skin color, or hair. All we know is that he has violet eyes, wears a hood and vallaslin. I think there may be one line about him appearing 'ordinary'.
- Mythal is occupying a mortal body, so some believe Fen'Harel would need to do the same.
- Solas shows that he has the magical talent to remove a vallaslin if he wanted to.
- Solas wears a hat at the winter palace, the one time where he'd be close enough around people who knew him to need a disguise.
- We know that Felassan is attacked and "killed" at the end of Masked Empire.
- [Main Reason]: No one wants Felassan to be completely dead.
I don't personally believe in the theory that Fen'Harel is possessing Felassan, but that's generally the big reasons. There are plenty of rebuttals though. [IE; Even if the hat was intended as a disguise, he still runs into plenty of other characters who would recognize Felassan but don't.]
There's also a theory that Felassan never died, and that Solas=Felassan=Fen'Harel, but I would very much doubt that one. Felassan and Solas have fairly different personalities, particularly in regards to the use of violence. I also think if Solas actually was Felassan, he'd be more encouraging of the Inquisitor to help out Briala.
Solas' reaction to Bria is what makes me sure he's not Felassan. Bestelf loved Briala, and Solas is much more ambivalent towards her.

Yeah, but Solas reacts 0% to tales of the Dread Wolf other than to just be like "Hush it, Witch." No one plays The Game better than Solas, and not-reacting to Briala was essential to preserving his disguise. Hiding in plain sight is his jam.
There are almost no descriptions of Felassan in TME aside from a line very early on that he looked like "a woodsman." And in the famous Hobo Apostate banter, Dorian asks Solas if he's supposed to be "some sort of woodsman?"
I think that's really specific, you know? Woodsman is not a common adjective.

I don't find the fact that neither Briala, Michel, or Gaspard recognize Solas as Felassan to be a very convincing argument that Solas is not Felassan.
I don't think it's a very good argument either that Solas didn't show himself to give a **** about Briala. He wouldn't have. He's too good at it.
I don't believe, however, that Solas is Felassan, but my reasoning is based on feeling and not on fact.

I am not sure anymore if you get this scene in different settings, but you surely get it like this:
Talk to Fenris in Act 2, flirt. He will be hesitant, however. You can either push him to go through with it or you pull back and leave. You leave.
Then you do something outside of Kirkwall, go back home and there he will sit, waiting for you. The rest follows as expected.
Edit: As nikki said there is little (or even no?) difference in this scene between rivalmance and friendship. For Fenris I personally prefer the friendship path. For Anders definitely rivalry.

I got the impression felassan was a lackey of FH, not FH himself.
Post game, knowing that solas has no non-spirit friends because he's a special snowflake, and also the line after felassan gives Briala a kiss on the forehead goodbye about purpose, and how he basically high-fived ishmael when they met up and also that it would be really unlikely for solas to kill another super ancient elf my crazy crack theory was that he was a spirit or some kind of hand-wavey equivalent of whatever cole is.
i am so thirsty for dlc it's not even funny, and the most painful thing is it's probably going to be some dlc about wardens or something first.
