As for my first playthrough, I probably didn't do enough with Blackwall before Wicked Eyes. This time, I didn't rush into it. I played through several landscapes first and did many inner circle quests before heading to the ball.
I believe I did complete Solas' inner circle quest of finding and helping his spirit friend prior to Wicked Eyes. Since I'm romancing him, I got it much earlier in the game than I did my first playthrough. I suppose that means I have a bug. Which probably means the next time I play, I'm gonna get Josephine again.

This could very well be a bug. Just in case though, since some things can sometimes be missed or overlooked: After the cutscene, when Solas returns to Skyhold and you meet him coming through the main gate, did you go to speak with him straight (or soon) after, in his usual spot in the rotunda? Doing that, would trigger the bedroom balcony scene. Once doing that scene, does he mention the "kiss" in the fade, and did you get the opportunity to grab his arm for the second kiss in his romance?
Next, did you have your character flirt with anyone else, while at Skyhold (with the exceptions of Dorian, Cassandra or Harding), before WE&WH? The lock-in for romance seems to be a bit "all over the place", for these different LI's. Since the "official" lock in to his romance is near the end of the romance arc, if you flirted with someone else before WE&WH, it may be a problem of the flags not recognizing a single and specific LI. However, that doesn't mean that you can't complete the romance arc. The only supposed
soft-flag romance, that seems to (potentially) break the Solas romance, is the Blackwall flirt on the Battlements.
If someone has better and more detailed info regarding what can or could break Solas' romance (beyond choosing the "let's stop" option on the bedroom balcony, or choosing another LI before that scene), please feel free to share. I am still not fully versed in all the romances, nor their little nuances.
