Any character can be a Sue. At this point, the internet has given the term 'Sue' have such a ridiculously broad definition that almost every character falls under the category.
Having power or being lucky does not make someone a Sue. It makes them a main character. Can the Inquisitor be a 'true' Sue? Sure. But they don't have to be. A true 'Sue' has nothing to do with unique abilities or traits, but how the story bends over backwards to glorify them. Usually at the expense of other characters and plotlines. The Inquisitor does not do this by default.
It has everything to do with unique abilities and traits. And the Inquisitor absolutely does this by default.
The Inquisitor is continually glorified as the Awesomest Person In All Thedas who fixes all the problems of the world by being Just That Awesome. And there's just nothing to back it up at all. The Inquisitor is not very courageous. Not charismatic. Not particularly intelligent. Not even skilled.
None of those things ever come up in the story. The closest in during the attack on Haven, where I suppose the Inquisitor does display some courage. But just...not enough. Not near enough to justify the continual shilling.
