Inquisitor in the background?
That is Cole's hat though. The part that looks like it could be the Inquisitor's helm is the top part of the hat that then flares out into a wide brim that juts out past his shoulders. You can just see his jaw peeking out from beneath the hat. The top half of his face is hidden beneath the hat.
Blackwall, really? That's a really odd angle to show him from unless he was being controlled at the time. That looks a lot more like a dwarf to me, anyways.

I really don't see the guy in the background as wearing a hat... It's either a helmet or someone with no/little hair with light shining off the top. I think? Hard to say, but I agree it seems that person who thought Cameron was confirming who's in the screenshot got confused.

It is pretty funny that the speculation is that one of these two characters is someone we haven't really seen in-video yet. So, really, we all win! It's just who wins more?

The shirt is darker, like Solas', though. And the shadows on the figure's face look like the kinds of shadows you'd find on anybody's face, especially one like Solas'. The top of the head looks shiny (i. e. hairless), and there appear to be two shadows on other side of the head that look like ears.
I'd be nice to get some Solas action in there.

Looks like Blackwall in the front. It does look like Cole further off, but even if it is, looks like we're finally getting to see people who aren't Viv, Sera and Bull. Which gives us a much higher chance of seeing Solas no matter who the shadowy figure is! I like the characters we know so far just fine, but seriously? I'm okay with a little less mayhem at Gamescom. I like our chances of FINALLY seeing some Solas in action!
