It's just another form of Circle tower. Like you said: they don't get much freedom to choose where they want to go. Break the rules and you're screwed
Not only the Circles, it's also the Qun. Only difference is (and it applies to both, Circles and Qun), "you can check out any time you like but you can never leave". The Qun will "re-educate" you to forget your silly little ambitions of freedom and own choice, while the Circle simply locks you away and lets you suffer from your longing for freedom, or takes away all emotion from you by the rite of tranquility if you seem like you might cause trouble.
Maybe it is even a bit more like the Qun, which (like the houses in Hogwarts) makes it all seem like a cool thing to be pigeonholed, something to be proud of. "Ah, you're smart and not brave", "So you're pragmatic and evil", "Hello there kind naif". As if we used those MBTI types to school our children, "No, sorry, INTJs can't sign up for this class, we both know you will never be an actor anyway" or "Uhh... see how that little ESFP looks at the science book? Too funny."
(Though one thing I never really understood is how the houses influence the kids so massively. They are in the same courses, have the same teachers after all.)
