Neither, my guess is that he's talking about the Creators and how they amassed power over the elves.
I believe he is talking about how they are following the Maker and calling The Inquisitor a false god. Scared that if they don't follow they will upset The Maker.
Edit: Actually..I changed my mind. I think what Uirebhiril said is correct.

Never got the punch scene, haven't heard the line in context. But since it was said they won't verify the Maker or lack thereof, it's probably not about the Maker.

I think that's exactly what he means. He's saying people are driven by fear of one false god, Corypheus, into blindly following another false god, the Inquisitor. The Maker doesn't quite make sense in that context, especially since Solas says multiple times that he actually likes the idea of the Maker and he doesn't personally know that he isn't a real god, unlike his fellow elven "gods".
Not quite related, but I've found that most people who earned Solas' ire the first time playing tend to still hate him now. He doesn't pull any punches in that low approval scene. Pun intended. 
He probably also accuses you of what every Inquisitor he dislikes doesn't actually do but that's a fault of the limited dialogue choices and an assumption that you've done everything he dislikes to get to the point of that scene instead of possibly making all of the major choices he greatly disapproves of. None of which really involve racism, which I think he accuses you of? I could be remembering wrong.

Kind of same. Mostly because I constantly see people insisting that canon Solas is inferior to concept Solas. There are only so many Adele song-related jokes I can stand about dreadlock Solas before I start to get a little annoyed every time I see fanart of him.
I also think people go way too "Dread Wolfy" with younger Solas. Yes, he admits he was hot-blooded and probably cocky but it feels like people characterize him the way a Dalish would think the trickster Dread Wolf was, which has proven to be at least partially wrong.

I mean, I still enjoy looking at the fanarts of them but I just absolutely hate it when people insist that the concept art version is a thousand times better than the one we have now. (I am a bit protective of bald!Solas)

It's almost funny. The attitudes about Solas feel like they're coming around full circle, in a way. From most complaining about him lacking hair when he was first shown to them accepting how he looks once they knew him more to insisting that he's better with hair again now.
Though for many people, I think skin color is also a part of it. He was darker skinned in some of the concept art. (I like his lighter skin color because, perhaps a bit selfishly, I dig his contrast with my canon Inquisitor look-wise).

Part of what's great about the Solas romance is how he comes to respect and fall for you in part because you are your own person and can make thoughtful, informed decisions. It doesn't feel at all like an unbalanced situation. He treats you like an equal. So yes, that bothers me as well.

As for the skin color, yeah I kinda like his light skin color to contrast with my Lavellan's skin color since she's a bit tan.
All I can think when I see people saying that Solas should be dark skinned is 'have you SEEN how Frostbite handles anything other than pale? You would get blinded by the glare off his bald head!'
Although the darker skin would look nice with the blues and whites I have him in at the endgame.
Concept art is just a concept. Weekes said that Solas was original much more of a liar, so the early smirking concept art reflects that. It's like how Alistair was original meant to be much older, so his concept art is a grizzled veteran. And Blackwall used to be a dwarf!

SpoilerI mean, I think part of why I love the way Solas looks in game is because he looks so much like an elf. Like really, he is a striking elf. Even in his hobo apostate get up.
I think he's one of the most attractive men in the game, possibly the series! I'm just saying that to some players the older egghead fadenerd would not be acceptably hot. I blame Twilight (actually, I blame Twilight for a lot of things).

Hmm, in part I still like the concept Solas as a version of younger Solas, but I in no way think concept Solas is better. First off I hate the dreadlocks, not that I mind a younger Solas with hair (I don't prefer the hair I just don't mind it) but I prefer the idea of him with hair that's a bit more...tidy. I don't think the dreadlocks suit his character all that much (which is probably why they were cut). There is only one picture I love of Solas with hair and it's this one:
I suppose the big reason I don't mind the idea of concept Solas being younger Solas even if he is more Dread Wolfy is that even Solas himself has stated his younger self was much more flawed then his current self. "Hot blooded and cocky", "a younger elf who thought he knew everything", etc etc. Older/Canon Solas is superior as he has matured, he's still flawed, but he has matured.
Otherwise I agree with you all, suggesting concept Solas is better is just a big "No" for me. There is a reason it's just a concept and current Solas is canon Solas, and that's because canon Solas fit him best!
I suppose I'm not jaded by the idea of concept Solas as younger Solas because I have managed to largely avoid people insisting that concept Solas is better because he's "hotter" with hair.

Okay, maybe you guys can help me with this. How do I download the Black Emporium?
I found online that you have to download from Origins, which I did. And Origins gave me the message after "purchasing" that "this content will be available the next time you start the application." When I started up Inquisition, I was expecting to get some kind of installing screen, but I didn't.
Other stuff I found online says the Black Emporium should show up on the War Table map, but I can't find it.
I'm assuming I missed a step on how to actually install it.

I admit that bald isn't exactly my preference but I also tend to get interested in people for personality first, so I can't really elminate any particular attribute.
As far as skin color, my canon is sort of warmer and more golden, but they both have freckles. (My mage is pretty brown though.)
I didn't realize Solas had those freckles until some really HQ pics and then it made me feel good (?) since I have light freckles like his. They kind of disappear under makeup sometimes but the ones across my nose are always visible.
