This makes a lot of sense to me. Maybe he said this right after the singing scene because that's when he realized that the Inquisition might just succeed in retrieving the orb despite having been dealt an almost deadly blow.
I'm thinking that he had a string of subtle manipulations all prepared to make sure that if and when you get your hands on the orb you not only give it to him, you think it was your idea. After surviving Corypheus' attack on Haven, he sees that he can capitalize on the moment, the shock of survival and sudden unity blossoming after the chaos phase abruptly ended. In short, he observed there during the song that the newly minted Inquisition is not only capable of taking blows (it took a heavy one there at Haven), but that beyond a few small arguments, all the people belonging to the Inquisition suddenly pulled together and started singing as one, showing that they're not giving up, etc. All of this points to two things for Solas: 1. the Inquisition as an organization will pull through and 2. it now has the requisite strength to achieve the task, i.e they've been bloodied, "seen the wolf," and finally 3. they've got the sense of intense danger looming, the threat of which will spur them to action. All Solas need do at this point is direct this action in the right direction.
