Someone took a screenshot of the dragon and linked me to it.  The dragon is wearing a harness, and it has been de-horned.  So it probably is being used by the qunari and almost certainly not by the Inquisition.

 

What else is harnessed and de-horned, a saarebas... We see the same dragon attacking a qunari soldier at the end. Either the dragon is somehow  shapeshifted Saarebas or the qunari lost control of the dragon and used the same practice on it that they do on Saarebas. Though Bull claims the Qunari kill dragons despite holding them up as sacred beasts. If it's not a shape-shifted saarebas then I wonder what made them change their practices. Are they so determined or desperate that they'd try to tame a dragon to use against the inquisition?

My mind is still fuzzy from sheer awesome but yeah, I agree a redemption arc seems very plausible...  Could it be that Solas might offer the Inquisitor access to the eluvians? The Inquisition teaming up with a league of ancient sentinels? Jumping from eluvian to eluvian with a rampaging horde of Qunari at our backs? And dragons?

Probably not, since he can be dead. Not entirely impossible but if so, can't be for anything important. Someone like Connor Guerin appeared for me in Redcliffe but it was more of an 'omg, it's Connor' moment and he had no impact or importance.
