Thinking even more - could it be possible that the qunari military/police/spies are more diverse/divided than we thought? We're taught the qunari think of their society like one cohensive body-politic - where each person plays a part together.
But, a number of people have pointed out a few weird things about the trailer - a female warrior, and the number of saberaas for one, as well as a race that's skeptical of magic using ancient elven portals. It could be the equivalent of a special ops team chasing the inquisitor down. I doubt the qunari would allow their soldiers to use the eluvians, given 'elven magic' is not something that screams trust to a qunari. Perhaps some groups are divided into cells which can act individually, without referencing superiors, when circumstances and the qun demands so - that would explain the arishok's attack in Kirkwall, and how it wasn't officially sanctioned.
If so, someone may be manipulating an individual faction, or cell, and thus doesn't mean an all-out war is in the making. Although, if Solas is manipulating the qunari for his own ends, I'd be super impressed if he's managed to infiltrate & manipulate the command structure so deeply as to make that a possibility.
But this is a good wait. This is an excited, stay up at night waiting for Santa (Solas) type of wait. I'm going to be giddy for the whole week (and a bit). And when that Tuesday comes, I will be surrounding myself in crap food, watching the seconds tick past as the DLC downloads, knowing that a years worth of questions and expectations will be finding their conclusion (with probably more questions raised).
As an aside, I'm so happy Solas is staying bald. I was really worried that they'd have him all dreadlocked and punked as people so often depicted him. Luckily that's just a strange fanart thing.
The dreadlocks come from a number of initial, preliminary sketches by BW artists when they were trying to figure out Solas' design. I think a darker skinned, dreadlocked Solas was one of many design options they considered. They ended up going with the egg head we all know and love. But that's the reason you see the locks so much in fanart.
