This is in the the Fens, in the Exalted Plains, close to where the dragon is. The two wolves surrounding a mirror-like outline - which we saw in the trailer - make me wonder whether an eluvian was originally there, and whether it's been moved somewhere nearby or elsewhere. I know there's an elven ruin not far away (where there's a damn puzzle I still haven't completed), which would explain why the eluvian could have been there. Interestingly, one of the wolves is darker than the other, making me wonder whether they were made out of different material and whether that has any symbolism, or whether instead that's just decay.
Another point - I wonder if the eluvian transport network had any symbolic connection with Fen'Harel. There's a landmark point by the eluvian which when you claim it quotes a small bit of Genitivi where he talks about the Dalish's relationship with Fen'Harel. I know wolf iconography is common in elven lore, and doesn't necessarily reference our favourite ancient elven god, especially since the eluvians pre-date the Dalish, but I think given the choice of text, I think it's quite possible that he may have a connection there. Fen'Harel, to the Dalish, is known for walking between the pantheon and the Forgotten Ones... perhaps that walking is more literal than we thought.
