SpoilerI'll admit I'm somewhat at a loss on how to reach a man that doesn't want to be found and has access to eluvian (and thus places like the crossroad that we can't reach at all). I think maybe her plan might be to start the ball rolling on changes that even he can't ignore. Tevinter gives us an opportunity for a slave revolt of the kind that shakes an Empire. Become the Dread Wolf of the Dragon Age. Draw his gaze away from his plan and to what you're doing, while on the side you have your own people trying to infiltrate his organization to gather information.
Solas in his current state power-wise can't be approached directly for a confrontation. So, the Inquisitor needs to find a way he doesn't expect so she can draw him into the open.
Lavellan has "changed everything" once for him. She will do it again. And again, however many times it takes to make him see this world has worth saving.

That's not only really good, but actually kind of likely. We pretty much know that Tevinter is our next destination. Dorian and Maevaris are already positioned there as allies, and Dorian's views on slavery have become more enlightened since joining the Inquisition - partly due to some of his conversations with Solas. Huh. What if, in the Save Solas campaign, it's about trying to show him that the 'God' of Rebellion has a place in Thedas, that he belongs here as much as he belonged in Elvenhan. Rebellions all over the place - led by Sera, Dorian, Bull (maybe), with Inquisitor behind the scenes - all instigated by former comrades of the Dread Wolf. That would have to have some kind of positive effect on the guy? .. Hopefully?
Whereas in the 'stop solas' campaign, it could be more about stabilising these places so they can be allies in the upcoming fight?
