My flimsy shot at a strategy.
SpoilerKeep the Inquisition running as a false target to give his spies something to do. Do small retirement-type operations, occasioanlly insterspersed with more significant peace keeping missions to give the impression you're living well while time remains.
On the side, assemble a separate shadow organization composed of your most trusted people. Find someone you trust whom Fen'Harel does not know and put them in charge as the figurehead, while you take a mid-level rank and act as an 'advisor' behind the scenes.
Your goals are:
1. Find him.
2. Draw him out.
3. Find some way to convince him. Remember you've already given him your sincere love and friendship and that made him regret what he must do, but it didn't change his actions. So you need to do more than that.
1. This is the toughest thing for me to figure out, but the best I can come up with is: Cast a wide net with as many sources as you can. Keep close ties with the nobility to detect the slightest chance of his meddling in Thedas politics. Scout the elven ruins nonstop. Use Tevinter mages and their ability to control spirits to interrogate spirits who may have seen him. (You'll have to use blood magic, bind, and potentially kill a few spirits, sorry. How far are you willing to go with this?) Keep close watch on the slaves, I bet many of them will be his agents. Also, if it's been several years and he still hasn't carried out his plan, there's something he needs: Is it a magical artefact? Is it a particular blood ritual that he's gathering people for sacrifice? Anything that can be used to enter the fade physically. If there's knowledge about it , it will be in Tevinter.
2. Once you find out what he needs, you need to get to it first. The artefact, the specific place and time for the blood ritual, etc., get there before he does.
3. So I think the best way to reform him would be to strip him of his power. You made some progress with him in Skyhold and convinced him to view Thedosians as people while he was there in his weakened state. While he is acting as Fen'Harel, he will be intentionally steeling himself, and there would be little you can say or do. So, use your connections to the Chantry and have a crapload of templars and seekers. They helped seal the Breach which was his magic. Then can help neutralize him now, but you probably need three times as many. You'll have to pump those guys chock full of lyrium, sorry. Have an army of mages ready to also help dispell him. Hope you were on good terms with Vivienne. Finally, you will need Morrigan to take Mythal's power from him.
Once he has been stripped of power, don't imprision him or do anything cruel like that, it will only ahrden his heart more against people. Assign him to doing some research to re-create some of those ancient elven worders he misses into the current world.
If all fails, be ready to make the choice whether to kill him or tell him that Thedas can burn and pelad to be with him once more.
