My Warden, Teyren Tabris, sent her cousin Soris (who I think would be completely against Solas's plan since he's married to a human) to be a spy while my Lavellan's lethallan, Thalia (made up), chose to go to too. I imagine with the help of the disbanded Inquisition members like Leliana (Divine Victoria), Cullen, and Varric the most influential people in Thedas's present times would gather and work together to protect Thedas against Solas and his agents.
I think Fenris would be against Solas's plans and not just because he is in a romance with my Hawke
. I mean, Fenris does HATE slavery and loathe the way the elves are treated but he also strongly dislikes or even hates magic and his distaste for Merrill is not only because of her use of blood magic but also her inability to leave the legends of a great elven nation behind her and recognize how much she already has. That's the biggest flaw with characters like Solas, Merrill, and even Corypheus-- they dwell too much on what could of been, or what should be, instead of what they have (er, more for Solas and Merrill for that latter part). As Dumbledore says "It does not do to dwell on dreams and forget to live". I, personally, can't stand when people are like "I wish I was alive during blah blah period or it was so much better blah blah years ago", it wasn't. Things were just bad in different ways. Fenris is like Zevran in that he wants the elves to stand up for themselves. Merrill and Solas will always blame the fall of Arlathan and the Dales (for Merrill) on the poor condition of elves, but it's not. The elves are treated lesser to humans because that's how many humans see them, and I'm sure many elves have been indoctrinated to think that of themselves too.
I adore Solas, he's one of my favorite fictional characters of all time, but I think Thedas would be a better place if more people shared Sera's view (not the crazy ones the one were she thinks people are just people are just people). I hate the Us vs Them mentality in the real world so I don't care for it in the video game much either. Although I've played many characters that were proud of their heritage and even some that were snotty about it (F!Mahariel). And wow did I go off a-ranting.

Added thought, I don't think Merrill would agree with Solas either. She has too many other friends now, and they've become her new family. I'd be sorely disappointed in her if she gave them up just because she's an elf.
Extra added thought, I've been working hard in Thedas for the past decade to excite change for minority groups (casteless, elves, mages, and more recently spirits) so it really peeves me off that Solas is doing all this now. With recent elven heroes like the Hero of Ferelden and the Inquisitor and powerful activists for elf rights like Divine Victoria, Briala, and even Bann Shianni (if that wasn't retconned) the future of Thedas is looking at a shocking change in the next couple decades. That isn't even starting with mages either (both my Hawke and Lavellan were mages). The poor casteless get almost no support because nobody thinks of them, but I did choose Bhelen to rule just for them. WHY DOES SOLAS CHOOSE NOW, WHEN WE'RE SO CLOSE TO REAL CHANGE!?!? Rhetorical question, it's because he's hypocritical, arrogant, and ignorant when it comes to the people of today, and yes, he's a good bit racist.
AND I FLUFFING LOVE HIM ANYWAY!! He's probably one the most dynamic, frustrating, and grey characters I've ever had the chance of encountering in any video game, book, or TV show.
And I definitely should be doing school work right now -.- I'm blaming Solasitis.
