There's a lot we don't know, so there might well be factors that make his plan a little more sound. He might be rushing because his people are dying quicker and quicker, and his judgement is clouded by fear they'll be gone for good. He might've reached out to the Dalish, but it didn't work out. (I so, so, so want to know WTF happened with the Dalish. Hope they address that in DA4.)
That's the thing. He is pretty much the father of modern thedas. EVERYBODY - the civilizations of the humans, dwarves, elves, and qunari are all indirectly his. And like some petulant 5 year old that didn't like his lego creation, he's going to kick it all down with a big tantrum and start again.
