About the whole "the world has been told about Solas".... well, we don't really know how much has been revealed. It may as well be that publicly people only know that Solas helped saved the world from Qunari threat and that he's actually an ancient elf rebel of some sort, who tries to help his people... and that's it!
I mean... can you imagine Inquisition revealing the whole truth and telling the Chantry-dominated South that large part of their religion is a LIE? That the Evanuris might have been "false gods", but they're more real than Maker ever was? That now they don't just have to fight the opponent who has means to pierce the Veil, but the creator if it???
That would definitely not end with "a few years of relative peace", oh lol, hell no...
Also - yes, the Arl accuses "this Solas" (not Dread Wolf, which means he may not know the whole truth) of provoking the Qunari, but it's nothing more than an emotionally charged accusation that can be easily dismissed by pointing out that infiltration has been going on for some time, everybody's been infiltrated and gaatlok has been found as far as Denerim. He also doesn't seem to know that his Orb was the reason Corypheus managed to cause the explosion in the first place, otherwise I think the things they were discussing when Inquisitor entered the room would be much different (from declaring war on elves to accusing Inquisition and Inquisitor of being responsible for explosion in the first place, likely in a bid to accumulate power).
So no - I don't think the entire truth has been revealed, as I don't see it as beneficial to either Inquisitors who want to redeem or destroy him. In fact, IF Solas was publicly painted to be a hero, who returned to help Inquisition defend the South AGAIN, it would actually be information Inquisition and Inquisitor could use for their advantage, as well as calm people down a bit - or at least ensure that their new secret mission goes as it's planned, with South placated and focused on rebuilding, elves perhaps being given time to find a safe spot and wait things through (who said it's Solas who warns them that things may turn nasty and they have to move? What if it's actually Inquisition? I mean, let's face it: even if Solas was doing nothing, the elves would still get flack for working with the Qunari) while Inquisitor scours the world in search of answers.
