Remember when pages and pages ago I said that dragons were probably "more" before the Veil was created?
Remember I also suggested the idea that maybe you had to be in uthenera to survive the creation of the Veil without losing immortality (may have slightly revised that now to possibly include those who could explore the deepest parts of the Fade/were able to sustain themselves from the Fade rather than be tended)?
Okay, well, theory time: The Old Gods are (somewhat) like dragons used to be--all dragons--before the Veil, and they managed this for the sole reason that they were powerful and probably sleeping--or at least strong enough mentally to reach the Fade through the Veil once it was created. Maybe the Great Dragons too, to some extent, are more like dragons "should" be.
The Old Gods might be elves, or they might be more of what dragons are supposed to be, though not quite. After all, I don't think Solas and Abelas are quite what they are supposed to be, but yet they are closer to it than modern elves who descend from those elves who weren't able to keep some tie to the Fade.
Which... brings about another point. Over the generations, just like the elves, dragons would breed and become more like they are in modern Thedas. So the modern dragons that are more or less just beasts, aren't "real" dragons. We haven't seen a "real" dragon, even in the Archdemon we fought (it wasn't "real" because it was tainted). There's a possibility that the Great Dragons are more like "real" dragons than others are. Of course, maybe not, too. In that case though, the Old Gods would have been like the Creators were to the elves: the greatest of the great.
Most likely, dragons won't be able to survive the transition that Solas plans any more than modern elves will. Even though they once ruled the skies, possibly in a literal "monarch/god" sense.
And there's another possibility, which others have suggested already: that the Old Gods are, in fact, ancient elves shapeshifted to dragon form. In that case, they are most likely the Forgotten Ones, and if that's the case, then there were more of those than we've been told about.
Some (most?) of the Old Gods are considered male (Razikale seems to have been female). But they are also apparently high dragons. Maybe drakes were once able to become more dragon-like, before the Veil was created.
