I'd say he's pretty committed, but in the end, especially if he is close to you, he is basically telling you to do your damnedest to stop him, or find another way.
Also, it's not a villainous "why you suck" speech he gives the hero, it's a Solas "I suck and ruined everything and everyone is going to suffer so please Inquisitor do something for the love of little fishes," speech - at least if you read between the lines.
That's pretty much what I got from everything I've read. And honestly, he feels more like an anti hero than a villian. I just get the sense something is going to happen, maybe about half way through DA4 where it turns out what he's going to do is going to unleash something much worse, or his plan is going to go horribly awry and give the others an opening to strike back.
There just seem to be too many unanswered question for dropping the Veil to be so straightforward I suppose.
I hate cliffhangers.
