I personally have never bought the theory that they cut off the Quizzy's hand just to cripple them in order to get rid of them...there's just.....no evidence of that at all, and I just don't see PW doing something like that. I think it is more likely they thought it was a cool Luke Skywalker type moment, and it gave them a way not to kill him/her off.
The Quizzy may or may not show up again, but if even they don't, it won't be because of the missing hand/arm being a problem, IMO.
Considering that Iron Bull was supposed to be an amputee first and how I've seen many DA devs swoon over Furiosa from Mad Max?
And that's aside from all the hints in Trespasser epilogue that Inky is still very active (only working in secrecy) and David Gaider revealing (twice now) that Dragon Age Inquisition was supposed to be twice as long plot-wise and that the second arc still exists and is in current lead writer's hands?
Yeah, I don't think Inkys are gone at all. Even if we assume that things during DA development will not go the way Bioware wants, I suspect we'd see them at some capacity either way. There's no point making Inquisitor appear like they're a counterpart to Dread Wolf (and building their almost Xavier-Magneto relationship) and underlining in epilogue that it's Inky that's going to stop or redeem Solas, if they're not planning to either write the story around it or make it an important element of it.
