Because he is/was feared. In the legend he seals of the elven gods, and it's considered the reason why they didn't help the elf during Arlathan (which isn't that far off the truth).

Perhaps they felt it would have generated some unfortunate implications if the guy who the modern Dalish regard as their devil, as well as someone who can be considered the hidden antagonist of the entire game, was a tanned individual with dreadlocks as he was depicted in his original concept art?
Not saying that's the actual reason he changed looks between concept art and final game, but probably the reason bald, white guys are often fictional antagonists is in part because they're so pain and nondescript in appearance. But also because writers really hate it when people try to play the race card, if they've broken from cliche and created an antagonist who doesn't happen to be white.
Perhaps they felt it would have generated some unfortunate implications if the guy who the modern Dalish regard as their devil, as well as someone who can be considered the hidden antagonist of the entire game, was a tanned individual with dreadlocks as he was depicted in his original concept art?

Even playing DAO and reading about the Dread Wolf did not make me think, "Hm an elven god with the word dread in their title should totally have dreadlocks". That's like saying Sera should have been Blonde Jenny instead of Red Jenny - or she should have had red hair because Red Jenny. It still makes no sense.

Well, that is why they made him straight instead of bi apparently. They were worried about him falling into the Depraved Bisexual trope so they made him heterosexual instead. So you could be right.

It conjures an image of a wise sage, or a spiritual monk - both of which fit him a bit better than the warrior image dreadlocks tend to invoke. I like to headcanon that he had them when he was the young, "cocky and hot-blooded, always eager for a fight" soldier he describes to Blackwall in party banter. But present-day? Yeah, I think the bald look suits him more.
Usually I'm not a fan of bald, but it works for Solas. Plus, don't want to offend anyone, but I really don't like dreads. I find them a bit gross actually.
I'm alway very disapointed when I see the words 'concept!Solas' and it's not of his 'YOU'RE NOT MY REAL MUM, MYTHAL' haircut.
People in the fandom tend to ignore that one, even though technically that is part of the "concept!Solas" lineup.
They just tend to focus on the one or two hairstyles in the concept art (mainly the dreadlocks and sometimes the one where he has flowing side swept hair) and that is only concept!Solas that's valid to them. ![]()
