What is interesting is that someone indeed managed to break the sigil. I mean, the last note on the gates certainly implies that. Valta tells us that the Titan has stirred because of the Breach opening, but perhaps that particular Titan stirring (we don't hear of any other earthquakes anywhere else) was possible only because someone has either broke or weakened the sigil?

Interestingly, I don't think I noticed before but the person claimed it was able to be seen from the fade - they must not have been a Dwarf. Either it's very old (potentially pre-veil old where there could be a chance that Dwarves were different and could see or be a part of the Fade) or it was an Elf/Human/Qunari or something that had access to the Fade. And were in the Deep Roads of all places.
Oh and about the earthquakes, there have been some in Vol Dorma where it unearthed an Eluvian in an Elven ruin.
