Welll.... I suppose it's a boon nonetheless, especially against, er... 'normal' Dreamers - but Dreamers like Solas? He himself said that he saw dwarves in the Fade when it so happened that some spirits observed them. And we do know that Solas is basically a Spirit Whisperer
So there's no telling if he doesn't have spirits as... er, spies? Or they're sent somewhere to observe stuff, lol.
He is, but he'd have to know where to send them in the first place. Especially for a dwarf. He can't just tell a spirit "follow this person" when that person is on another plane of existence and doesn't regularly pop into the fade for a geotargetting check. Also, spirits tend to find people and events on the physical side of the veil due to the strong emotions that are being broadcast. So, you have two more problems. One, I'm not sure if, say, a spirit of Valour can get a bead on someone doing something other than being valorous. Two, spy meetings and having tea with contacts and whatever else may not project enough emotion for the spirit to follow, especially not from place to place with the veil in the way.
If he could get someone like Cole to do his bidding on our side of the veil, it might work, but I have a feeling spirits with the ability to make people forget/ignore them who've taken on a corporeal form and would actually do as he asks are gonna be few and far between. In modern days, with the veil and spirits as they are, Cole's pretty much one of a kind, and I don't think that even Spirit!Cole would spy on us for Solas.
One of my biggest personal fears is that Cole will stay involved in the goings on, on our side, and Solas will be able to remove his magic from the Amulet of the Unbound and then manipulate Cole against his will. Its one of the things I can see Solas doing if desperate enough circumstances occur, what with his "necessary sacrifices" mentality. I mean he'd have to be very desperate. But, in theory, he will be, if we unravel his plans, particularly if we haven't chosen to try to show him an alternative. And touching Cole would be one of the few things neither my Lavellan nor I would be able to forgive. It'd be a sign to me that he's too far gone. Only reason I accept his murdering his ally in TME was b/c of the specific context involved of Solas not having accepted the "modern people are people" thing himself and considering said ally to be a traitor to their people b/c of it. Solas doesn't have that kind of excuse anymore.
If they take this route and use the idea that dwarves can't easily be spied upon, then this is how I'd prefer they bring back Lace Harding in the future.
She would be the perfect choice to send to gather information in Tevinter for Leliana and/or the Inquisition (if it still exists), as it doesn't seem that Solas has many allies in the Imperium, let alone who might be capable of capturing or interrogating dwarves without attracting attention?
Well, I imagine he has a legion of elven slaves that might willingly work with him within the Imperium's borders. And elven soporoti. Not to mention non-elves he might have working for him for coin or w/e other bargains, if he's managed it. Considering the amount of slavers and other jerks they export regularly, I imagine its not hard to find a hive of scum and villainy from which to hire shady characters to do shady things for the right coin in the Imperium, even if you are an elf.
