The whole light/dark thing exists even in Japan, which I'd like to point out, has been isolated from everyone else for long centuries. Why do you think Geishas powder their faces pristine white?
The whole light-skinned/dark-skinned thing has very prosaic basis. Peasants and commoners usually worked outside - they got exposed to sun and elements and their skinned got tanned, hence darker. Nobles, on the other hand, could afford sitting in their castles and mansions, avoid most manual labor and cover themselves with expensive fabrics - hence their complexion was usually lighter than that of common folk.
It's even where the term "blue-blooded" comes from - many European nobles would avoid going outside so much their skin would grow fair to the point of being translucent. That meant that some of the underlying veins were visible, and they'd look like they were blue.
Prosaic, and ultimately stupid, but people can be stupid like that. And nobility would usually use any excuse to distinguish themselves from common folk, no matter what culture or country they come from.
Even in Dragon Age matches of great civilizations created by elves were invaded and conquered by humans after the fall of Arlathan, and become slaves to the Imperium. And stole all knowledge of their magic, culture, and artifacts for their own gain and rewrite history.
