Who does he represent?
Well may be he stands for the lone wolves of this world; people who just want to be left alone to enjoy it as they wish; the apostates who never intend any harm to anyone but get hunted just the same; people who don't feel the need to "belong" to any particular group but are happy to co-exist with anyone; people who you can't pigeon hole; people who other people view with suspicion just because they don't conform to the expected social grouping; all the underdogs fighting against being confined by the state into which they were born.
Solas represents the freedom of the individual and the intellect.
