Solas lacks a lot compared to other romances. At first I was hoping it was many glitches. Then I thought it was cause he was a late add on.
But now after everything, I think they are saving it all for a Dlc or expansion since he is so plot important. They are playing the long game. We will get our equal romance due in the dlc.

I did notice he was sorely lacking in content. But yet I couldn't bring myself to switch to Cullen after waiting so long for Solas... besides which, have you seen Cullen's attitude at the War Table? Yeah, ruthlessness doesn't really appeal to me. Neither did Iron Bull. And after seeing Blackwall's quest... well, I think I'd rather have the Dread Wolf.
I don't think it's because they plan further romantic content for Solas, though. He was a romance for only one gender and race combination. That's a pretty rare romance, so I imagine they simply didn't invest as much resource-wise into it due to that. Will he figure into future games/possibly future DLCs or expansions? I'm certain he will.
But because of who he is, and what happened in the end, we can probably forget any further romance--maybe an official end to it from Solas himself, but that'll be all we get. He wanted Lavellan to know that it was real, that he does love her, but... they can't be together. He's right about that. They are too far apart in power, and Lavellan remains mortal. If she'd been an immortal elf, I think he would have gone for it despite all that. But, she isn't. So he didn't. But the way he ended it was particularly cruel. He was obviously letting his emotions get the better of him, because he knew all along that it was going to hurt her. He warned her. I think he wanted so much more than just a few kisses--yeah, Solas, I saw that butt grope you did during that kiss... don't think I didn't see it. But again, bad plan, so he didn't.
I've seen it said that Solas is very manipulative, but I disagree. He repeatedly tries to tell the Inquisitor that romance is a bad plan. You the player are the one who pushes the romance forward. Without Lavellan's insistence, there'd be no romance regardless how Solas might feel. I do not believe he's lying when he promises to explain. He just expects to succeed at retrieving that orb.
The biggest disappointment for me, though, isn't the idea that my Lavellan will either be waiting for Solas for the rest of her days or, having gotten over him, not trust anyone else enough to fall in love with them, but the fact that Solas isn't in my party anymore. Seriously. He took my best mage outfit! Get back here with that, Solas, you hobo! I'm sad for my Inquisitor, don't get me wrong. And I feel bad for Solas, though not as much so as for Uth'Shiral. It would have been easier on me as the player for him to break up with her but remain in the party. But I guess Fen'Harel has bigger fish to fry than the Inquisition.
