Does anyone at Bioware know if ME2 will allow Preloading on Steam and if so when? Also i hear that the EA version only allows 5 activations does the Steam version have any activation limits?

AFAIK steam preloading went live for us users. On news page there is a steam client update that fixes me2 preloading.
could any US steam users confirm that?

I'm not buying ME2 from Steam, but when I started it up around yesterday afternoon, it did ask me to install the update.

I've already downloaded the game off steam, just waiting for release date now. It started yesterday night, and didn't take too long to download.

Pre-loaded on steam last night,averaged 6 MB/s peaked at about 9 MB/s.

Mass Effect 2 is DRM free with the exception of the EA Store version, which contains an activation/hr limit (5 within 24hrs if the word of mouth is to be believed).
The Steam version is free from DRM/activation limits like the retail copies, and this can be seen by viewing the ME2 store page.

On Steam of course ME2 would be tied to your account for good once bought on it, so definitely no activation limits on Steam
