I don't see why he couldn't lead some rogue group of apostate mages or something. Mages that rallied behind him after Kirkwall. It would be easy to replace him with some random mage character with some back story about how he came to be trusted by mages for those who killed Andres. But if I decide to get the game I'm not holding out hope for anything like this. I think it will be more like what you said, or a cameo.
I can't say I have a favorite outcome in DA2. I had fun playing it but didn't feel the same connection I did with the DAO group. DAO all of the games I had a connection with the group no matter what decisions I made.

The Warden & Hawke - my theory for them 'going missing' is that they are both kidnapped by Flemeth (or the DAI main villain) for some dark ritual/future conspiracy that will be explained in Inquisition and tied to the Fade explosions, maybe their possible cameos will be as blurry spirits in the Fade

Herren and Wade - set up a shop in Orlais (just wanna see them again dammit)
Mad Hermit - still going mad in the forest, slaughtering random travelers
The Architect - alive, secretly working with the Wardens

Somehow I get the feeling if Anders is shown at all in Inquisition he will be in self exile unable to cope with the turmoil he had a hand in creating.
