That second tweet was in response to someone who asked if that meant both the race-gated LIs were already revealed. Which obviously was not right.
The point of the matter being that David hasn't confirmed anything, not that the last two are LI at the time were the gated ones, not that the 6 LI's known at the time were the gated ones and not that its one of each group that is gated.
In short there is not indication as to who is going to be gated, not from David at any rate.

She could have lived in a Ferelden Circle, but still have been born in the Free Marches. However, I believe the woman in question was called Vivian. So unless she changed her name from Vivian to Vivienne, it's not her. (Though that was one my earlier theories)

How do you know what he means by 'it'? Were you there in the room with him when he wrote his tweet? It can mean pretty much anything. That is the purpose of the pronoun. It may be clear to you that he meant A, but it is also clear to others that he meant B. Unless he comes in here himself to clarify, neither side can be 100% certain their understanding of what he said is fact.
Hence why most go with "The last racegated LI can be either one of the confirmed or the last unannounced". Anything more is just hypotheses.
