There's certainly... something suggestive, but it's not the hat.
The pastels and relative softness of the chiffon almost makes me wonder if this is her equivalent of, say, a dressing gown. However that's probably a ridiculous thought. I'd like to think she at least reaches Regency-dress levels of casual when in that level of undress.
I want to see what she'd look like in a masquerade ball gown. I'm sure it must be opulent.
It's been forever since I've heard Vivienne talk, but distinctly recall her having a french(Orlesian) accent. Suppose I'm mistaken, though.
Anyway, thought I'd take some time to give a brief summation of my opinions on Viv for posterity's sake; don't much like her, though a bit of what we've learned lately has me more willing to give her a chance.

You are probably right but I'm not sure about Iron Bull's reaction to that.
Both would agree on some of the mage issues.
I think Vivienne just has a problem with Solas telling her that she's close minded. She gets along with Iron Bull well most probably because he isn't trying to recruit anyone to the Qun = not enforcing his ideals.
