Yeah you would think they learned their lesson from Bethany. But then again she was Hawke's sister....... 
Its not like a boob window's any less protection than the regular clothing a lot of DAII's companions fought in along with mage robes. Bioware seems to have made it clear they're going for stylization over realism a while back.
So in all the latest footage I have seen of Vivienne she isn't wearing her fabulous sleeves, I hope they haven't been taken off of the outfit entirely.
I think they're part of her breastplate.

While I know I wouldn't get along with her personally( for a good few reasons that aren't rooted in the magic opinions thing ), I do feel that she is worthy of respect. I like her design, her voice is perfect, (India played Zoe Luther, totally hit me outta left field and I love that) and she's a tough woman.

In the latest Twitch stream she was already in the party at Level 5, so I guess that's pretty early.

Well keep in mind that for these streams they could 'cheat' just to show off different party combinations. I do hope that we get her early on, as I have a feeling she will be my main mage for Navilia Trevelyan(pro-chantry rogue archer quizzy).
